The Bureau of Gender Equality was established in December 1996 in the Ministry of Social Affairs of Estonia.

The department operates under the authority of the Deputy Secretary General of Social Affairs. The staff of the Department consists of 5 civil servants. Until now it is still the only special unit in Government operating in the capacity of national machinery for promoting equality between women and men.
